Council meet with a full quorum. Two or three citizens spoke about their dissastisfaction with the sewer infrastructure project, specifically, the replacement of their driveway aprons. It’s an ongoing issue for at least one of these people; they do not seem to be satisfied with anything. The other gentleman, well, it’s the first time in a long time that they had a real street with real curbing (six inch reveal vs. almost no reveal). The Borough is committed to resolving the issues, but it is difficult.

After the normal housekeeping duties (approval of minutes of the last meeting, review of the treasurer’s report, and authorizing the bills list), the council acted on the following:

  • approved Boy Scout Troop 17’s request to camp out in Riverfront Park prior to their canoe trip.
  • approved the closure of Harris Street for an annual neighborhood block party (Milltown district).
  • Awarded the purchase of 26 air packs for Sayre Fire Department to Susquehanna Fire Equipment, Dewart, Pa., for $129,346.88. The Fireman’s Relief Fund is providing $100,000 towards the purchase, with the remainder provided from the Borough’s capital reserve fund.
  • Awarded the fence replacement project at Stetz Memorial Park to Bestway, Inc., for $13,680.00.
  • Awarded the storm sewer pipe installation project that will relieve a serious ponding problem on North Hopkins Street to Douglas Brothers for $4,980.00. The borough already owns most of the pipe needed for the project, which is reflected in the bid price.
  • Approved repair work to the Borough Hall roof to Don Bacon Construction for $3,900.00.
  • Approved the transfer of $1,000 from line item 459.5410 to the Sayre Community Corporation to support the 2007 William Pierce Memorial Concert Series.
  • Approved Change Order #7, Sayre Borough Sewer Infrastructure Replacement Project, for $5,031. This change order covers the relocation of a water line, installation of a sewer lateral, and curb removal.
  • Authorized Chicago Construction’s pay requisition #8 of $434,341.88, for the Sayre Borough Sewer Infrastructure Replacement Project.
  • Authorized hiring of Mr. George Nichols as a part-time police officer (per diem). Mr. Nichols is Act 120 certified.
  • Authorized Pay Request #3 from Vacri Construction of $60,910.84 for work done on the North Lehigh Sewer Pump Station.
  • Approved a request from Sayre Historical Society to place a fund-raising “thermometer display” in Howard Elmer Park.
  • Authorized a lease with Eastern Copy Products at $294/month for a five year lease of  a new copier.
  • Authorized the closing of Park Place in support of the annual Arts in the Park event sponsored by the Sayre Historical Society.

We also discussed the Cable Television franchise agreeement and reported that a public hearing will occur at 6:00 PM, July 23, 2007, before the monthly Council meeting. Time-Warner representatives will be present.

The Council wil also hold a public hearing sometime in July to receive public input about a proposal to remove the borough’s municipal waste collection service from the borough to private haulers. The meeting will be at the Patterson Auditorium on the Guthrie Campus. Date and time to be announced.

So, a long meeting with a lot of things accomplished.
